Job Description:

Budget Title: Assistant Facilities Program Coordinator (SL-3)

Salary: $50,000-$60,000, commensurate with experience and qualifications

The position for Construction Site Representative would work with the State University Construction Fund (SUCF), Dormitory Authority of the State of New York (DASNY), State University at Binghamton coordinators and Construction Site Representatives, Architects, Engineers and Contractors for the construction of new buildings, major renovation projects, utility upgrades projects and other capital and campus let projects. This individual would serve as the University's (owner's) day-to-day on-site representative and liaison between field personnel and Design Team. Although technical expertise in any particular construction trade is not a necessity, adequate understanding of all areas of construction is required. The Construction Site Representative will work closely with designers and campus coordinators, however does not fill the role of the design team, consultants, general contractor, construction superintendent, safety officer, or any other member of a project team.

The Construction Site Representative is a 95% capital-funded salaried professional position, anticipated to last one year with possibility of renewal thereafter, and is eligible for the NYS benefits package. 

Requirements:

EDUCATION

Associates Degree in Construction Technology, Architecture, Engineering or related field is required; Bachelors Degree preferred.

EXPERIENCE

At least five years experience on similar projects involving facility construction and/or renovations with at least three years in a position with broad management responsibilities such as clerk of the works, superintendent, project manager, or similar title is required.

OTHER QUALIFICATIONS

  • Broad knowledge of current construction practices, methods and materials; understanding of major building systems and how they function
  • General knowledge of New York State Building codes, National Electric Code, NFPA, and other applicable codes, and/or ability to successfully research concerns relating to these codes
  • Read and interpret construction drawings, specifications, and contracts
  • Decipher material testing/sampling reports and understand how they influence quality of materials installed on project
  • Understand warranty limitations/conditions which would invalidate warranties
  • Working knowledge of techniques and methods used for construction scheduling; prefer experience with scheduling software
  • Ability to verify value of onsite materials and in-place construction, preferably with thorough knowledge of construction financing and accounting
  • Familiarity with proper procedures for handling/storing hazardous construction materials, and environmental laws/concerns which could impact construction; preferably with comprehensive understanding of PESH and OSHA requirements
  • Excellent interpersonal communication skills, both written and verbal
  • Organizational and multitasking skills
  • Anticipate potential problems and be proactive
  • Positive and productive workplace attitude
  • Ability to constructively participate in dispute resolution

Binghamton University's physical facilities, nestled within 887 acres, consists of more than 100 structures (primarily constructed between 1966-1976) totaling more than 5.2 million square feet (1.7M residential, 3.5M academic/support).
